Position Description:

This is advanced technical work in information systems analysis and application development. Serves as senior consultant and/or subject matter expert providing consultation to users and staff about the most complex problems. Work involves identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Functions as the top technical consultant for the organization in one or more highly specialized areas of application analysis, design, and programming by providing guidance, technical expertise and/or research services to others. Assignments are given in terms of expected results and are subject to occasional review.

Creates application solutions specifically for KHP agency departments needs and requirements; Performs all aspects of systems analysis, design, coding, testing, implementation and training; and provides integration between various applications and data systems, including vendor-based products and services.

Provides maintenance and support for existing applications, Oracle databases (DB), and other COTS systems; Performs Oracle DB work as it pertains to the loading, importing, exporting, backup, and recovery methods and procedures; and assists with refactoring efforts and data reporting initiatives that enhance decision making, simplify user experiences, and streamline existing processes. This is a continual, ongoing task and requirement.

Gathers requirements for creating or adapting solutions that support data gathering and policy compliance initiatives within the agency; Designs and creates form or application-based solutions meant to service internal and external agency needs; and develops and maintains electronic form sets to streamline traditional workflow routing.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Driver’s License.

Minimum Requirements: Successful completion of 24 hours in computer science coursework or certification and three years experience coding, testing, and debugging application programs or four years experience coding, testing, and debugging application programs

Preferred Qualifications:

Oracle applications, PL-SQL, MS-SQL, APEX, BI, Crystal Reports; knowledge of agency business processes and a thorough understanding of agency data collection requirements.
