Position Description:
This is advanced professional accounting work. Work involves the responsibility for directing an accounting sub-system or fiscal activity; assisting in the management of an extensive accounting or fiscal management program; or performing specialized accounting tasks. Errors may cause major program failure or a high degree of confusion. Employee researches financial problem areas, identify significant trends, prepare a variety of specialized financial management reports, schedules and analyses.
Audits the payment vouchers created by the Accounting staff for the KHP through the SMART system, ensuring that KHP expenditures comply with state and federal laws and regulations, State and KHP Policy and Procedure Manuals, and Generally Accepted Accounting Principles (GAAP) for appropriate use of state and federal funds. Establishes, implements, and manages processes and procedures that provide for the timely and accurate payment of KHP expenditures, preventing duplicate or erroneous payments. Works with accounting and purchasing staff to quickly resolve problems and ensure prompt payment of invoices.
Audits the receipts of all payments to the KHP, including daily cash deposits as well as KHP billings for services, ensuring that KHP revenues comply with state and federal law and regulations, State and KHP Policy and Procedure Manuals, and GAAP for appropriate use of state and federal funds. Establishes, implements, and manages processes and procedures that provide for the timely and accurate recording of KHP revenues, preventing duplicate or erroneous payments.
Serves as the lead contact between the Accounting Unit work team and the KHP field staff. Recommends, implements, and assists with training for new processes and procedures to improve workflow, reporting, accountability of agency expenditures and management information, through discussion with Fiscal Managers, work team staff and field staff, including coordination of year-end workflow.
Reconciles various funds in the SMART system to verify the transactions are accurate and free of errors. Verifies the transactions listed are allowable based upon the fund and use the resulting transactions to create monthly/quarterly grant reports, as assigned. Maintains backup records for these reports, to be used for audit purposes.
Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Preferred Qualifications: Bachelor’s degree in Accounting, Business Administration or related field
Prior accounting experience with the State is preferred, including SMART experience and knowledge of state laws and regulations governing accounting functions.
Minimum Requirements:
Three years of experience in professional accounting/auditing work.
