Retiree Conceal Carry Qualification Guidelines

Applicant Eligibility

  1. Applicant must haveretired from the Kansas Highway Patrol in good standing
  2. Meet the requirements of the Law Enforcement Officers Safety Act of 2010, 18 U.S.C. 926C.
  3. Submit to a background check performed by the agency via KCJIS to ensure that they are not prohibited by state or federal law from carrying a firearm.

Applications must be completed yearly and submitted the KHP Training Academy
NO LATER than 15 days prior to Range Day.

Rangemasters must have your completed form with CJIS and HR check prior to you shooting on the range.

Applicant Responsibility

  1. Before any retiree is permitted to qualify on the firearms qualification course, all retired applicants must complete the following:
    • Submit a completed KHP Annual Qualification Application.
    • The retiree has a KCJIS check completed to ensure that they are still eligible by Federal law to carry and/or possess a firearm. If no longer eligible the staff at the KHPTA will explain to the retiree why they are no longer eligible. The retiree will not be allowed to qualify. However, the KHP Retiree Annual Firearms Qualification Application should be filled out and the reason for being prohibited from carrying/possessing a firearm annotated on the form.
    • If the retiree is eligible, the Annual Qualification Application will be forwarded to the local range master.
    • Upon notification by the local range master, the retiree goes to their local troop headquarters range and qualifies.
    • Upon successfully qualifying, the local range master forwards the completed KHP Retiree Annual Firearms Qualification Application to the Training Center.
    • Upon receipt of the completed Firearms Qualification Application, the KHPTA issues a KHP Retiree Qualification Concealed Carry Card.
  2. Required equipment will consist of the following:
    • Firearms with which the applicant wishes to qualify (maximum of two firearms). Firearms must have a magazine or cylinder capacity of at least five rounds.
    • Sufficient rounds of new, factory load ammunition for qualification. Reload ammunition will not be permitted.
    • A holster designed for that firearm in good repair; holsters must be worn on the shooters’ person.
    • Eye protection appropriate for firearms range activities.
    • Appropriate clothing and shoes worn for range activities.
  3. Firearms Course Management Rules
    • Practice rounds are at the range master’s discretion.
    • Qualification attempts are at the discretion of the range master. After the second attempt, the range master may require that the retiree attempt a qualification on another date.
    • The KHP Secondary Firearms qualification course of fire will be used.
    • Range masters’ decisions regarding target scoring and course management will be final. There are no required timed reloads.
    • Range masters reserve the right to refuse admission to or expel any applicant or retiree from KHP ranges for reasons including, but not limited to:
      • Being prohibited by Federal law
      • Engaging in unsafe behavior
      • Unsafe equipment
      • Failure to follow range master’s instructions
  4. Kansas Highway Patrol Training Academy Responsibilities
    • Upon the receipt of the application from a qualified law enforcement retiree, the KHPTA will:
    • Ensure that KCJIS checks are performed on all retiree/applicants, to determine eligibility to carry/possess a firearm;
    • Generate a wallet sized Kansas Highway Patrol Concealed Carry Card for the retiree; and
      • The issued date will be the date of the qualification
      • The card will expire one year from date of issue
    • Send the retiree’s new Concealed Carry Card to the address listed on the Firearms Qualification Application.
