Position Description:

This is specialized purchasing and contract administration work. Work includes the development of statewide, multi-agency contracts; or supervising or overseeing the purchasing and contract work in an agency that has purchasing authority.

Procures goods and services by administering contracts, placing purchase orders from state established contracts, conducting in-house bidding, developing and maintaining agency contracts and purchase orders as required to assure the goals and objectives of the Kansas Highway Patrol (KHP) are met effectively and efficiently. Obtains goods and services at the lowest possible cost consistent with accepted and necessary standards for quality and service while operating within established purchasing regulations. Reviews purchase requests to determine the proper method of procurement, investigates sources of supply, develops product standards and specifications to go to the Division of Purchasing for bid items over the KHP authority limit and in accordance with State Statutes, solicits bids, reviews and analyzes bid responses to determine the lowest responsible bidder, recommends and makes awards up to a specific dollar amount in accordance with state and agency specific purchasing policies and regulations. Ensures continuity of supply thus preventing the interruption of the flow of goods and services, maintains consistency of quality through physical inspection, follow-up with end users, product testing and evaluation and research, etc. Assists other employees in the work unit in accomplishing assignments as necessary attendance as scheduled is an essential function.

Contacts and meets with vendors via verbal and written communications to obtain information such as product specifications, product accuracy and quality, product availability, damaged shipments, under/over shipments, late shipments, substitutions, incorrect billing, etc. Due to the extensive contact with vendors, state and agency personnel, develops and maintains a good working relationship so as to create an attitude of cooperation and goodwill. Attends and participates in regular and special meetings or conferences with vendors, business representatives, end-users and other state agency personnel and execute assignments connected therewith.

Supervises the Senior Administrative Assistant for the Fiscal department. Establishes expectations, assigns work, provides guidance, and reviews performance to ensure efficient program management and quality customer service.

Qualifications:

Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Preferred Qualifications: Preferred education or training in the field of procurement or business.

Minimum Requirements:

  • Three years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts and awarding contracts.
  • Experience and the ability to write product specifications is required.
  • Ability to speak clearly and concisely in person and on the phone; establish and maintain effective working relationships; communicate effectively, verbally and in writing with fellow employees, general public, and vendors; listen, and respond to fellow employees, general public, and vendors via telephone or in person.
  • Common to proficient knowledge/use of personal computers and of Microsoft windows software programs; as well as automated purchasing/inventory software.
  • Ability to perform basic mathematical calculations; accurate proofreading; multi-task; and read and write comprehensively.

Must submit to and pass a thorough background investigation, including fingerprinting. Ability to repeatedly bend, stoop, lift lightweight materials up to 40 lbs.; sit for long periods of time; walk; stand; stretch; twist; perform repetitive motions with one or more extremity; reach out with body, arms and/or legs; and move in confined areas.
