Position Description:

Assists with the management of the Nonprofit Security Grant Program (NSGP), as well as specially assigned grant opportunities by reviewing and approving source documentation for reimbursement request of grant funds and forwards to accounting; Prepares and submits quarterly reports for all NSGP programs (Federal Financial Standard Form 425 [SF425]); Tracks, prepares, and performs grant drawdowns and money movement; and tracks, prepares, and performs grant close-outs, Biannual Strategy Implementation Reports (BSIR), and fiscal reports for previous, current, and new fiscal year projects. These tasks require the use of generally accepted accounting principles, completion of federal financial forms, common accounting software, programs and spreadsheets, and usage of the Federal Emergency Management Agency (FEMA) Payment and Reporting System (PARS) and the FEMA Grants Reporting Tool (GRT). Completes forms for programmatic monitoring of planning, training, and/or exercise activities as reported; Reviews, scores, and ranks NSGP application eligibility; Assists all NSGP subrecipients and partners, as well as resolving disputes and answering questions as assigned; Provides assistance with submitted reimbursement and updates reimbursement checklists as additional information is received; Adheres to grant guidelines, preparedness guidelines, and the Code Federal Regulations (CFR); and travels extensively across the state to facilitate and lead regional Nonprofit Security Grant Program (NSGP) meetings, conduct on-site equipment monitoring visits, conduct facility risk assessments, and lead in-person training and workshops on each process of the grant cycle.

Manages and maintains comprehensive program documentation by ensuring all files, workbooks, and records housed in shared drives are current, accurate, and organized in accordance with program standards. Independently reviews project workbooks and administrative documentation to assess conformance with program goals and eligibility criteria, identifying discrepancies and providing timely reports and recommendations to supervisors. Prepares and compiles equipment-related data for inclusion in quarterly SF-PPR (Federal Performance Progress Report) submissions, ensuring data accuracy and completeness. Conducts thorough reviews of equipment inventories to identify assets requiring monitoring and coordinates the preparation of equipment disposition forms and transfer of property agreements in compliance with federal and state requirements. Oversees the assignment of HSO (Homeland Security Office) tags to equipment and maintains up-to-date inventory records to support audit readiness and program transparency. Supports project managers by coordinating and executing minor project modifications, ensuring adherence to grant conditions and timelines. Provides technical assistance and supports the delivery of training on Environmental and Historic Preservation (EHP) requirements, grant application procedures, and FEMA submission processes. Contributes to quarterly reporting activities and supports the completion of civil rights assessments, ensuring compliance

Develops and implements organizational and emergency operational plans, grants, contracts, and procedures to support and achieve program objectives. Reviews, drafts, and updates procedural documents, instructional materials, and annexes, particularly related to the (NSGP) preparedness, planning, and exercise initiatives, ensuring alignment with best practices and regulatory requirements. Provides technical support as needed within the State Emergency Operations Center (EOC) and actively participates in regional and state council meetings to foster collaboration and information sharing. Prepares and submits emergency management reports and contributes to the analysis and synthesis of Homeland Security and Emergency Management (HSO/EM) reporting requirements. Conducts research and assists in the preparation and completion of various HSO reporting activities, ensuring accuracy, compliance, and timeliness. Maintains up-to-date knowledge of all applicable emergency management policies, procedures, and reporting frameworks to support effective program administration and decision-making. Prepares and provides executive level briefings to command staff on status updates and changes to the CFR, grant guidance, as well as state and federal regulations. Provides administrative and strategic technical support as needed within the new Protective Intelligence Unit (PIU) to ensure the program effectiveness and interagency coordination.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification:

  • Valid Driver’s License.
  • KCEM Certificate

Preferred Qualifications: Must have excellent organizational skill and the ability to multi-task diverse and sensitive information which is inherent in the position. Ability to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing, with fellow employees and the general public. Proficient with windows and excel software programs. Demonstrated professional experience in managing/coordinating grants.

Minimum Requirements:

One year of experience in planning, implementing, and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.
