No. If the vehicle you purchased has NEVER BEEN TITLED, it does not need a VIN inspection. The signed manufacturer’s statement/certificate of origin (MSO/MCO) you receive from the dealership at the time of purchase will suffice. Be sure to take that with you when you go to the County Treasure to get your license plates.

I have a new windshield and the black glue covers part of the VIN. Can you just use the sticker on the door to complete the inspection?

No. The VIN is required to to be visible through the windshield.
