Motor Carrier Inspector I – 212176

Help keep Kansas roads and infrastructure safe by ensuring commercial motor vehicles are within weight limits and drivers are following laws, rules, and regulations.

Position Summary: This is an entry level position with emphasis upon formal and on-the-job training and gaining experience and knowledge to advance to the MCI II classification level.  Incumbent will learn policies, procedures and develop competency in the following areas.

Weighs motor carriers at a fixed scale facility, ensuring all vehicles are of legal size and weight to ensure compliance with designated laws, rules and regulations. Visually examines and weighs, motor carriers for required safety equipment and violations such as signs, placards, seat belts, lights, adequate tires, required flags and detection of an ill or fatigued driver.  Makes sure that load securement and special requirements such as flagmen or escort vehicles are met.

Performs routine informal checks of drivers of motor carriers to ensure compliance of state law by checking registrations, licenses, permits, drivers daily logs, medical cards, bills of lading and insurance coverage.  This may include checks for dyed fuel usage.

Upon receiving CVSA certification, Level III or II, incumbent performs formal inspections of driver, and/or vehicle to ensure compliance with designated laws, rules and regulations.  The inspection will include checking of registration, licenses, permits, driver’s daily logs, medical cards, bills of lading and insurance coverage and may include, but not limited to, required safety equipment such as fire extinguisher, placards, seatbelts, triangular reflectors, lights, adequate tires and signal flags or signs and will ensure load securement.  Inspections of other safety aspects will be determined by training directives.

Issues permits for registration, motor fuel, and oversize loads, collecting appropriate fees.  Explains to carriers the correct way to apply for permanent licenses and permits.  Explains and instructs drivers on a one-on-one basis on correct driver’s daily log procedures and vehicle requirements.  Answer telephone inquiries relating to permits, licenses and laws governing commercial motor vehicles.

Issues appropriate citation(s) for violations of state laws.  Collects bonds, testifies in court to gain conviction for issued citation.   Prepares daily reports of generated activity and permits and remits monies collected.

Checks the registration and Vehicle Identification Number to verify ownership and proper registration. Becomes knowledgeable of the State of Kansas dyed fuel inspection program.

Performs other reasonably related duties as assigned. Assist in keeping the scale facility clean by sweeping floors, dusting, and removing trash inside and outside of facility.  Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.  Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Must obtain CVSA Level II certification within one year of hire date.

Necessary Special Requirements: Ability to establish and maintain effective working relationships, communicate effectively, verbally and in writing, with fellow employees and the general public. Ability to listen, comprehend and respond to fellow employees and general public via telephone or in person; read/write comprehensively and complete basic mathematical calculations.

Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background investigation.
Ability to stand, walk, bend, squat, stoop, twist, reach with body, arms and/or legs, stretch, lift, pull, and shovel snow; climb on and crawl under and around trucks.
